The City of Norfolk is seeking a dynamic, forward-thinking Economic Development Director to drive business
growth, attract new opportunities, and strengthen our local economy.
Reporting to the City Administrator, this position leads a team of three and manages a $545,775 budget while
guiding strategic initiatives that support business recruitment, retention, workforce development, and
community vitality.
Salary Range: $8,337 – $11,375 per month
What You’ll Do
• Lead economic development strategy and long-term planning
• Recruit new businesses and support expansion of existing employers
• Build strong partnerships across business, government, and community groups
• Secure and manage grants and funding opportunities
• Oversee department operations, staff, and budget
• Represent Norfolk through outreach, site visits, and regional engagement
Education:
Bachelor’s degree in public administration, business administration, economic development, or a related field
Experience & Preferred Qualifications:
• Minimum of 5 years managing programs or projects in economic development, business, finance, or
workforce development
• Strong leadership, strategic planning, and partnership-building skills
• Experience with grant writing and administration
• Certified Economic Developer (CEcD) designation preferred but not required
