Strategic Initiatives Project Manager

We are seeking a highly skilled and motivated professional to support the advancement of Capital Improvement construction programs for the City of St. Cloud. This full-time position works Monday through Friday, 8:00 a.m. to 5:00 p.m., with occasional early morning construction meetings and evening public meetings as needed.

In this role, you will perform advanced administrative and professional work focused on planning, directing, and coordinating construction projects to ensure they are completed within established timelines and funding parameters. This position plays a critical role in delivering projects that enhance our community and requires strong organizational, communication, and project management skills.

This position operates under the general direction of the Deputy Public Works Director, with performance evaluated through regular formal and informal meetings and reporting.

Duties and Responsibilities

The functions listed below are those that represent the majority of the time spent working in this position. Management may assign additional functions related to the type of work of the position as necessary.
Assists in the creation of the City’s Annual Business Plan and Capital Improvement Plans.
Reviews and manages project proposal or plan to determine time frame, funding limitations, procedures for accomplishing project, staffing requirements, and allotment of available resources to various phases of project and provides cost/benefit information to support projects.
Coordinates stakeholders including department project owners and other City departments, City Attorney, Procurement, Building Department, as well as FDOT and other regulatory agencies.
Reviews plans, specifications, and project cost estimates of Capital Improvement Plans.
Monitors and approves project activities such as change orders and pay estimates. Assists with the bidding process which includes advertising for bid, evaluation, recommendations of award, and issuing notice of award to consultants and contractors. Interviews and thoroughly reviews firm qualifications information for the ranking of proposals.
Responsible for overseeing and managing the work of outside consultants, including Owners Representatives, assisting with the completion of City Capital Improvement Projects.
Sets up and holds meetings with consultants to negotiate terms and conditions of contracts.
Develops schedule of project as a whole and in relation to specific job tasks. Manages consultant contracts to ensure adherence to scope and resolution of design conflicts.
Acts as project manager for processes such as damage evaluation, RFP development, contract issuance and other tasks or functions in response to damages caused by manmade or natural disasters and /or declared emergencies.
Ensures compliance with all applicable codes, laws, rules, regulations, standards, policies, and procedures.
Initiates any actions necessary to correct deviations or violations.
Coordinates acquisition and/or maintenance of required permitting.
Communicates and provides progress reports to the City Leadership.
Maintains files/records of project documentation, contracts, construction drawings, and other departmental records.
Prepare public presentations, as directed.
Performs other duties as needed to facilitate the accomplishment of departmental goals and objectives, the City’s Strategic Plan, or as directed by supervisor.

Minimum Education and Experience Requirements
Bachelor's degree in Civil Engineering, Architecture, Construction Management, or other related field and a minimum of four (4) years' experience in the area of professional architectural, engineering, or construction management, including relevant experience in construction project management.
Master's degree in Project Management or Construction Management preferred.
Project Management Professional (PMP) Certification or Associate in Project Management Certification (CAPM) preferred.
Government experience preferred.
Must possess a valid State of Florida driver's license, and the ability to be insured by the City's insurance carrier.
