JOB TITLE: PUBLIC WORKS DEPUTY DIRECTOR – MUNICIPAL ENTERPRISES
DEPARTMENT: PUBLIC WORKS
LOCATION: 3505 N. DRIES LANE
HOURS: 8:00 a.m. – 5:00 p.m. – Monday through Friday
SALARY: 2026 Management Grade 128 - $121,873 – $158,779
SUMMARY: Oversee and manage the City’s municipal enterprises accomplished through the development and
implementation of standards for organizational structure, infrastructure planning and design, and departmental policies and
procedures; preparation and administration of the associated Capital Improvement Program (CIP) and operating budgets;
and management of the City’s utility operations, including storm water, solid waste, landfill, and sewer enterprises, and
associated programs/legal requirements, as well as oversight of capital projects and assigned staff. This role requires a strong
analytical approach to evaluating systems, financial performance, and long-term capital needs, while actively supporting day to-day operations.
MINIMUM REQUIREMENTS: The City is seeking candidates with a strong mix of analytical, operational, and leadership
skills to support complex municipal services. Experience in areas such as utility operations, public administration, finance,
engineering, or related fields will support success in this role. Project management experience is also valuable. Candidates
may have gained these skills through a variety of paths, including formal education, professional certifications, or hands-on
experience. Backgrounds that include bachelor’s or master’s level education or credentials such as Professional Engineer,
Law, or Certified Public Accountant may be helpful, but are not required. Any combination of education, training, and
experience that demonstrates the ability to perform the essential functions of the position will be considered. A valid State
Driver’s License is required.
IMPORTANT ATTRIBUTES: Knowledge of principles and practices of utility infrastructure design, maintenance, and
construction; sewer; solid waste/landfill management, along with finance and regulatory requirements, principles and
practices, forestry and grounds management; supporting fleet maintenance and management; street and storm sewer
maintenance; standard business arithmetic, including percentages and decimals; budgetary principles and practices, including
public Capital and Operating budget administration; administrative principles and practices, including setting goals and
implementation; administration of staff and activities, either directly or through subordinate supervision; applicable state,
federal and local ordinances, laws, rules and regulations; and all computer applications and hardware related to performance
of the essential functions of the job. Skill in work requires advanced skills and knowledge in approaches and systems, which
affect the design and implementation of major programs, processes organization wide. Independent judgment and decisionmaking abilities are necessary to apply technical skills effectively; using tact, discretion, initiative and independent judgment
within established guidelines; organizing work, setting priorities, meeting critical deadlines and following up on assignments
with minimum oversight; planning, organizing, assigning, directing and evaluating the work of staff; selecting and motivating
staff and providing for their training and professional development.
MENTAL/PHYSICAL REQUIREMENTS: Must have the mental and physical capabilities to perform the essential
