The Town of North Yarmouth, Maine is seeking qualified candidates for the position of Town Manager. North Yarmouth is a picturesque, rural town of nearly 5,000 residents located 16 miles north of Portland, Maine’s largest city. Known for its strong agricultural roots, scenic countrysides, and close-knit community, the town offers a peaceful, family-friendly atmosphere with popular outdoor spots including the Royal River and Knight’s Pond Preserve. The town features a mix of historic homes, farms, and local businesses, with highly rated schools (MSAD #51) and close access to coastal amenities.

North Yarmouth has a Charter with Selectboard/Manager/Town Meeting form of government with 5 Select Board members elected for alternating 3-year terms. North Yarmouth has a a gross municipal budget of approximately $6 million, excluding schools, and 17/Full Time and 32/Part Time municipal employees. North Yarmouth and its neighbor, Cumberland, comprise MSAD #51.

The Town Manager acts as the chief executive and administrative officer of the town. Additionally, the Town Manager serves as the town’s Tax Collector and Treasurer. The Town Manager’s responsibilities include: serving as the purchasing agent for all departments of the town; attending regular meetings of the Select Board and all Town Meetings and public hearings of the town or Select Board; administering all departments and offices of the town and keeping the Select Board advised as to the business, operations, and needs of the town; executing all laws and ordinances of the town; exercising administrative control over all town departments, including all matters of hiring, firing, and employee discipline; and preparing the town’s annual budget and presenting the preliminary budget to the Select Board and the Budget Committee.

The Select Board seeks candidates with a bachelor’s degree in public administration, business administration, or a closely related field and five years of municipal management experience. While this level of education and experience is preferred, candidates with differing experience are encouraged to apply.

Candidates should also have expertise in: public administration, including personnel management, financial management and public sector management principles, policies, and practices; interpretation and application of municipal policies and procedures, town ordinances, and federal and state statutes; personnel management; appropriately delegating responsibility; utilizing technology within a municipal setting; negotiating and resolving disputes; effective communication with different stakeholders; and establishing and maintaining strong, collaborative working relationships both internally and externally.

Residency in North Yarmouth is strongly desired but not mandatory. The successful candidate is expected to become an active member of the community.

The salary range is $120,000 to $140,000, to be determined based on experience and qualifications.
