Senior Transportation Project Manager

The Transportation Engineering Section of the Capital Improvements Division, Pinellas County Public Works Department is seeking a motivated, experienced, collaborative senior project manager to manage transportation Capital Improvement Program (CIP) projects. 

This position manages and delivers transportation Capital Improvement Program (CIP) projects for Pinellas County, ensuring projects are completed on schedule and within budget. The role typically oversees 6–10 projects simultaneously and requires strong independent judgment and the ability to manage a high volume of work.

Pinellas County’s Capital Improvement Program is funded through the 1% local sales tax (Penny for Pinellas), providing the opportunity to manage a diverse portfolio of transportation projects in the most densely populated county in Florida.

Responsibilities include developing and managing project budgets and schedules; administering contracts; coordinating with internal teams, consultants, and external stakeholders; reviewing engineering plans, reports, studies, and bid packages; and resolving design issues during construction. This position may also supervise County staff.

What Would You Do?    
Manage consultant CIP project teams from conception through bidding and post design services during the construction phase. 
Effectively establish, manage and support project teams.
Ensure deadlines and milestones are met while following project management best practices.
Develop and negotiate scopes of work and consultant fees.
Develop Requests for Proposals (RFPs) and evaluate submittals.
Facilitate public engagement and coordinate with internal and external stakeholders.
Coordinate with the Florida Department of Transportation (FDOT) and other State and federal agencies to develop projects according to state and federal grant requirements, including NEPA and other federal laws, regulations, and policies as required.
Facilitate land rights acquisitions.
Perform quality control reviews on project deliverables such as plans, specifications, quantities, and cost estimates.
Maintain project files and document project meetings.
Prepare and effectively manage project budgets, cost estimates and schedules.
Participate in Project Production Teams as the transportation subject matter expert.
Supervise and mentor junior staff.
Communicate effectively verbally and in writing.
Perform other related duties as assigned.

What Do you Need To Have?
Experience: Managing multi-disciplinary projects (design and construction), including three (3) years minimum supervising project management functions; or an equivalent combination of education, training, and/or experience.
Degree: Engineering, construction management, project management, public administration or other relevant discipline.
12+ years as described above.
Associate’s degree and 10+ years’ experience as described above.
Bachelor’s degree and 8+ years’ experience as described above.
Master’s degree and 6+ years’ experience as described above.
Doctoral degree and 4+ years’ experience as described above.
An equivalent combination of education, training, and/or experience.

Special Qualifications:
Possession and maintenance of a valid State of Florida Driver's License.
Must be able to travel to project sites during the development, design and construction phases.
Assignment to work a variety of work schedules including compulsory work periods in special, emergency, and/or disaster situations, including evacuation shelter assignments.

Highly Desirable Skills
Understanding of CIP planning and budgeting.
Experience with transportation projects, including roadways, bridges and other structures, sidewalks, trails, signs, signals and other ancillary structures.
Experience working with transportation project design teams.
Working knowledge of Pinellas County and/or FDOT policy, procedures, and practices.
Working knowledge of environmental permitting requirements.

Knowledge, Skills, and Abilities
Proficiency in Office 365, Microsoft Project, and other software applications used for project scheduling, budgeting, and tracking.
Ability to work collaboratively with others, including internal and external stakeholders.
Ability to communicate effectively, verbally and in writing.
Ability to manage several projects simultaneously with minimal oversight.
Ability to support, mentor and guide staff.
Knowledge of best practices in project management.
Ability to give technical and professional review to a wide variety and large. volume of project plans, specifications and related documents.
Ability to address civic, public or private organizations relative to public. works or utilities programs and projects.
Ability to present clear and concise reports, orally and in writing.
