Join our APWA-accredited Public Works team and play a central role in protecting Pinellas County residents and businesses from flooding while advancing sustainable water resource management. As the Stormwater Operations Section Manager, you will lead approximately 70 professionals responsible for maintaining:
875 miles of stormwater pipe
307 miles of open conveyance
715 permitted facilities
You will oversee operations across right-of-ways, easements, and County lands throughout unincorporated Pinellas County. This is a senior leadership opportunity to drive operational excellence, regulatory compliance, and long-term infrastructure stewardship.
What You Will Lead
Day-to-day stormwater operations and field teams
MS4 investigations and citizen response
Asset mapping and infrastructure maintenance
Flood response and emergency operations
Street sweeping and stockpile operations
Budget development and contractor oversight
Policy and operational strategy development
You will work under the general supervision of the Stormwater and Vegetation Division Director and collaborate with regulatory agencies, municipal peers, and community stakeholders.
What You Will Do
Provide strong, visible leadership to stormwater field operations
Develop solutions to operational and community stormwater challenges
Prepare budgets, schedules, policies, and quality standards
Interpret engineering studies and design plans
Train, motivate, and hold teams accountable
Review contracts and manage contractors
Perform inspections and prepare permit applications
Engage citizens and agencies professionally and effectively
Prepare correspondence and formal recommendations
What You Need - Experience
Progressively responsible technical, professional, and administrative experience managing stormwater maintenance and operations, including:
Stormwater infrastructure management
Regulatory compliance
Community services
Contract management
Long-term planning
Leadership experience (minimum 1 year experience with leading supervisors or managers and demonstrated experience leading leaders.)
Required Expertise
Direct oversight of stormwater field crews
MS4 operations and permit requirements
Stormwater facility design and maintenance (ponds, exfiltration systems)
NPDES compliance
Programmatic analysis (efficiency, cost-benefit, evaluation)
Education + Experience Combinations
7 years of qualifying experience; OR
Associate degree + 5 years experience; OR
Bachelor’s degree + 3 years experience; OR
Master’s degree + 1 year experience
(Fields: Business Administration, Project Management, Engineering, Environmental Management, or related)
Additional Requirements
Valid Florida Driver’s License upon hire (MVR eligible)
Ability to work varied schedules, including emergency/disaster response
Highly Desirable
Bachelor’s degree
Five years of supervisory/management experience over large teams
SWFWMD permitting knowledge
NPDES permitting knowledge
Environmental practices knowledge
Asset management system experience
Street sweeping best practices knowledge
Erosion & Sedimentation Control Inspector Certification (within 6 months)
FEMA ICS / emergency response experience
Temporary Traffic Control certification
