Deputy Community Development Director

GENERAL DESRIPTION
The Village of Buffalo Grove seeks candidates for forward-thinking Deputy Community Development Director. Under the direct supervision of the Director of Community Development, this position will help guide the Community Development Department in optimizing its capacity to achieve its mission through its three main service areas: planning and development, building and zoning, and environmental health.
This position will have the opportunity to supervise complex development projects; oversee departmental operations; interpret codes; oversee the Planning and Zoning Commission; assist in long-term plans; work with other departments and outside agencies; assist with economic development projects; and serve as acting director when required.
ESSENTIAL DUTIES
The Deputy Community Development Director will perform and manage a variety of complex, technical, and administrative functions.
Supervise complex planning and development applications and projects. This includes collaborating with developers to ensure proposals are aligned with the Village’s goals and objectives, analyzing proposals against the Village Code, and formulating recommendations and staff reports.
Prepare, review, and present information to the public and various boards, committees and commissions including the Planning and Zoning Commission and Village Board. Act as the liaison to the Planning and Zoning Commission.
Oversee the department’s operational needs of permitting, plan review, and inspection services. Reviews and interprets the code and makes recommendations to the Director.
Manages the permit clerks and the inspectors, providing direction and completing annual performance evaluations.
Work closely with the Director on departmental and employee management and growth, projects, budget preparation, process improvements, and strategic departmental planning.
Identify the linkages between long-term plans and visions and current projects, policies and initiatives. Assist in helping develop and implement long term plans such as Comprehensive Plan, Lake Cook Corridor Plan and the Prairie View Metra Station Area plan.
Collaborate with other departments and agencies on issues such as land use, community facilities, transportation, housing, sustainability, natural resources, health and other factors.
Assist with economic development projects, which includes researching, modeling, projections and management.
Serve as Acting Director in the absence of the Director of Community Development
EDUCATION & EXPERIENCE
A minimum of five years’ experience. At least two (2) years in a managerial role is preferred.
Bachelor’s degree in planning, public administration, business administration, or a related field. A master’s degree in planning, public administration, business administration, or another related field is desirable.
Strong working knowledge of municipal planning, zoning, development, land use, building codes, economic development, permitting processes and related code enforcement.
KNOWLEDGE, SKILLS, & ABILITIES
Ability to communicate effectively orally and in writing, and ability to establish and maintain effective working relationships with Village officials, employees, and the public. Thorough knowledge of local planning and development concepts, principles, and practices including urban planning, zoning regulations and development strategies. Ability to understand and comprehend legal and regulatory codes and local ordinances.
WORKING ENVIRONMENT
Most work activities are conducted in an office environment and include significant staff and public contact, sometimes involving individuals exhibiting high levels of stress or emotion. This position requires occasional evening work and occasional operation of an automobile to travel between locations. The noise level in the work environment is usually moderate. This employee will regularly visit other Village facilities to work with employees, either formally or informally, and will be required to drive to those facilities. This employee will also be required to attend meetings, training events, and similar activities with outside vendors.
SUPPLEMENTAL INFORMATION
The salary range for this position is $134,950.40-$202,128.16, starting salary commensurate with experience, plus an excellent benefits package and participation in the Illinois Municipal Retirement Fund.
