Assistant Manager - Zoning

The Assistant Manager of the Zoning Division provides administrative and supervisory assistance to the Division Manager in the area of administration, management of personnel, technology, and budget related issues. Assists in directing activities, programs and services of the Zoning Division to ensure the highest level of customer service is provided to the County and its citizens. The Assistant Manager may also support policy initiatives or lead special projects at the request of the Division Manager.
Representative Duties /Assignments
Responsible for personnel matters within the Division, including progressive corrective action, training and professional development, annual performance appraisals, timekeeping/payroll, and related activities.
Responsible for the development of standard operating procedures, work instructions, and operational guidelines. Makes recommendations to Division or Department management regarding resource needs or operational/policy changes.
Assists in the development, management, analysis, and reporting of key performance metrics to assure effective division operations.
Assists in the analysis, planning, design, development, and management of the integration of permitting processes into the electronic permitting system.
Responsible for contract, grant, procurement, facilities, vehicles, and budget preparation and administration.
Provides oversight and monitoring of fiscal activities; monitors and maintains asset inventory. Management of information systems; and emergency management.
Responds to and resolves matters brought forward by the Mayor’s office, Commissioners offices, County Administration, Department Director, Deputy Director and customers/constituents.
Performs the duties of the Division Manager in his/her absence including Development Review Committee (DRC) attendance.
Researches material and recommendations to assist in the administration of the zoning regulations. Investigates zoning codes and ordinances for Manager's review. Provides interpretations regarding land use issues.
Reviews and approves correspondence such as reports, plans and agenda items for consistency and quality.
Provide technical and professional support on all planning, zoning, and code enforcement such as land use principles, violation issuance and enforcement, interpretation and implementation of government policies, procedures, laws, code, rules, and regulations.
Provides professional and technical support on matters related to Orange County Code Chapters 15 (Tree Protection and Removal), 25 (Licenses, Taxation, and Misc. Business Regulations) 30 (Planning and Development), 34 (Subdivision Regulations), 38 (Zoning), 31.5 (Signs) and 24 (Landscaping, Buffering, and Open Space).
Supervises and provides daily direction/oversight to the Division's primary functions including the following Zoning Division sections: Board of Zoning Adjustment (BZA) Residential Permitting, Project Review and Research, and the Arborist team.
Uses existing Department/Division metrics to monitor workload activities and adjust staffing assignments to address any workload issues.
Researches, prepares and presents proposed Code amendments to the Planning and Zoning Commission and the Board of County Commissioners.
Serves as a liaison with Information System Services (ISS) regarding technology matters to include in-house training, support and necessary system enhancements.
Serves as a liaison to our partner, the Government Service Center, ensuring that customer service scripts are up-to-date and modified after adoption of Code amendments.
Prepares and makes presentations to various public, civic, boards and organizations.
