Director of Public Works

BASIC FUNCTION:
Under the direction of the Board of Supervisors, plan, organize, coordinate, control and direct the activities, services and operations of Public Works; direct the design, construction and maintenance of County roads, facilities, bridges and solid waste disposal sites; oversight of the County parks division; operation of the special water and sewer districts; direct the professional civil engineering work conducted by the County; serves as Road Commissioner; establish departmental priorities and policies and assure compliance with applicable laws, rules and regulations; supervise and evaluate the performance of assigned personnel.
REPRESENTATIVE DUTIES:
Plan, organize, control and direct the activities, services and operations of the Public Works department; allocate personnel and resources to optimize departmental efficiency and effectiveness; implement departmental policies and ordinances as directed by the Board of Supervisors.
Direct County road and engineering functions in the design, construction, reconstruction and maintenance of County roads, facilities, bridges, solid waste disposal sites and drainage systems; coordinate the acquisition of rights of way and the verifying of property titles and
descriptions.
Direct, review and approve the design, specifications and layout of roads, bridges and a variety of other structures; coordinate civil engineering design and construction work with other County departments, outside agencies, private firms and utilities; issue permits.
Direct and coordinate the preparation and negotiation of contracts for road and bridge work;
review contract bids and advise Board of Supervisors on acceptance; inspect contracted work
in progress and upon completion to assure compliance with established laws, regulations and specifications.
Supervise and evaluate the performance of assigned staff; interview and select employees and recommend transfers, reassignment, termination and disciplinary actions.
Develop and implement Department policies and procedures; establish priority of Department activities including major construction projects; confer with department staff regarding work projects and technical issues including project layout, design, construction and maintenance activities.
Develop and prepare the annual preliminary budgets for department programs; forecast administrative costs, capital outlay and other expenditures; estimate expenses recoverable under State and federal programs; analyze and review budgetary and financial data; control and authorize expenditures in accordance with established limitations.
Meet and confer with numerous agencies, utilities, contractors, County departments and the public
to discuss issues, answer questions and provide information; meet with the Board of Supervisors to exchange information, answer questions, deliver oral presentations and request approval; attend and participate in a variety of administrative meetings and committees; coordinate and conduct department meetings.
Direct and participate in the preparation and maintenance of a variety of County, State and federal reports and records related to department operations, activities, projects, budgets and assigned duties.
Communicate with other administrators, personnel and outside organizations to coordinate activities and programs resolve issues and conflicts and exchange information.
Prepare and develop proposals for architectural and engineering services for new County facilities, including, input received from the Board of Supervisor and department heads.
Establish department priorities and policies; establish the priority of major construction projects; confer with department staff on work projects and technical issues including road, county building facilities, bridge and waste site layouts, design, construction and maintenance.

EDUCATION AND EXPERIENCE:
Bachelor’s degree in civil engineering, public or business administration or related field and five years administrative or managerial engineering experience in the design, construction and maintenance of roads, including at least two years in a supervisory capacity. Experience with design, construction and maintenance of other public facilities such as solid waste, sewer, storm collection, potable and waste treatment and bridges is highly desirable but not required.
LICENSES AND REQUIREMENTS:
Valid California Driver’s License.
