Senior Financial Analyst

This is a high-impact, professional, and analytical role supporting the City’s Strategic Initiatives and Grants Department. The Senior Financial Operations Analyst will lead the development, implementation, and oversight of financial systems and reporting processes for Sunrise St. Pete, the City of St. Petersburg's initiative for its $159.8 million allocation of Community Development Block Grant-Disaster Recovery (CDBG-DR) funds from the U.S. Department of Housing and Urban Development (HUD). This position combines strategic financial planning with operational analysis and continuous improvement to optimize fiscal accountability and compliance. The ideal candidate will bring deep experience in federal vendor invoicing, grant accounting, reconciliation, and reporting. Responsibilities:
• Lead the development, tracking, and monitoring of CDBG-DR and other grant-related budgets, financials, and performance reporting.
• Review and process vendor invoices, ensuring accuracy, timeliness, and compliance with federal, state, and city regulations.
• Conduct financial reconciliations and prepare complex periodic and ad hoc reports.
• Develop and maintain financial management systems, including relational databases and internal controls to ensure data integrity and asset safeguarding.
• Provide strategic guidance to senior leadership on budgetary planning, cost center monitoring, and financial forecasting.
• Coordinate with departments and external agencies to ensure compliance with procurement, audit, and reporting requirements.
• Support the development of automated reporting tools and dashboards to enhance transparency and decision-making.
Salary: $70,566 - $113,056

Minimum Qualifications. Applicants must:
• Possess a valid Bachelor’s degree in in accounting, finance, public administration, or a related field.
• Have at least three (3) years of progressive experience in governmental financial reporting, grant accounting, or related fields.
• Possess advanced proficiency in Microsoft Excel and Word.
• Possess strong knowledge of accounting principles, audit procedures, and financial systems (e.g., Oracle, DRGR).
• Be able to communicate clearly and concisely, both orally and in writing.
• Be detail-oriented with the ability to manage multiple priorities and deadlines, professional and community audiences.
Desirable Qualifications. Preferred applicants:
• Have experience with federal grant programs, including CDBG-DR.
• Are familiar with financial compliance and reporting standards for municipal governments.
• Have experience with automated financial systems and data visualization tools.
• Possess a Master’s degree in accounting, public administration, or a related field.
