Public Works Director/City Engineer

GENERAL PURPOSE

The Public Works Director/City Engineer is responsible for overseeing all aspects of the city's public works infrastructure. This includes managing, planning, and implementing projects related to water, wastewater, streets, pressurized irrigation, and solid waste systems. The Director also provides professional engineering expertise, including reviewing and approving project plans, designing and managing capital improvement projects, and offering technical support across the department.

This role requires a strong leader who can effectively manage department operations and supervise key staff, including the superintendents of the Water/Wastewater and Streets/Sanitation divisions, the Assistant City Engineer, and the Administrative Assistant. While the position reports to the City Administrator, it offers significant autonomy, granting considerable discretion for independent judgment and initiative. The Director also coordinates closely with the Technology Director on infrastructure activities, particularly those involving the fiber optic system.

The work is performed in both an office and outdoor environment.

ESSENTIAL DUTIES AND RESPONSIBILITIES (ILLUSTRATIVE ONLY)

Leadership & Management
Plan, organize, and manage all department operations, including day-to-day activities and long-range strategic initiatives.
Provide direction and guidance to all department staff, including direct supervision of division superintendents, the Assistant City Engineer, and the Administrative Assistant.
Recruit, train, and evaluate staff performance, and make key decisions on promotions, counseling, and discipline.
Develop and maintain positive working relationships with staff, other city departments, consultants, contractors, City Council, and the public.

Engineering & Project Management
Serve as the lead professional civil engineer for the city, providing technical expertise and advisory services to other departments.
Oversee all aspects of capital improvement projects, from design and engineering to bidding, construction, and final inspection.
Manage the design and construction of all street, storm sewer, and other infrastructure projects.
Coordinate with external consultants and contractors to ensure projects are completed on time and within budget.
Review and approve development plans and monitor their impact on the city's public works and utility systems.
Maintain and update city standards for public works and engineering divisions.

Operations & Maintenance
Direct the operation, maintenance, and repair of the city's water, wastewater, street, storm drainage, and pressurized irrigation systems.
Ensure compliance with all federal and state regulations related to water quality, wastewater discharge, and public works projects.
Oversee the bidding and procurement of all department equipment and vehicles, ensuring adherence to state regulations.
Maintain and update all system maps and databases, including sanitary sewer, water, and street infrastructure.

Financial & Strategic Planning
Prepare and manage the department’s annual budget, monitoring expenditures to ensure fiscal responsibility.
Lead the development of the Capital Improvement Plan (CIP) by recommending project priorities and providing cost estimates.
Evaluate municipal public works issues and present recommendations and options to the City Council.
Represent the city with other governmental agencies on public works and utility matters.

Public & Inter-Departmental Relations
Respond promptly to public and organizational needs, providing clear communication and assistance.
Attend City Council meetings as scheduled and Planning and Zoning meetings as needed.
Coordinate infrastructure activities with other city departments, including the Technology Director, to ensure integrated operations.

PERIPHERAL DUTIES
Actively represent the city in professional organizations, such as the Idaho Society of Professional Engineers, to stay current on industry best practices and network with peers.
Serve on relevant committees and boards as needed to contribute expertise and represent the city's interests.
Perform additional duties as assigned, consistent with the overall goals and responsibilities of the Public Works Department.

CLASSIFICATION REQUIREMENTS

Knowledge of:
Current civil engineering design and construction methods, materials, principles and practices;
Methods, procedures, and standard practices of civil engineering applicable to public works programs, projects, and functions;
GIS analysis and mapping;
Federal (OSHA) and state regulations and City policies regarding safety training and safe work practices;
Contract negotiation and administration and project management methods;
Federal (OSHA) and state regulations and City policies regarding safety training and safe work practices.
Human resources management;
Funding sources and grant opportunities.
Floodplain management and floodplain regulations.

Ability to:
Read and interpret engineering, legal, technical, regulatory, and operational documents, manuals, journals, blueprints, specifications, and diagrams;
Design and implementation of public works projects;
Implement policies and procedures for competitive bidding in accord with State rules and regulations;
Research, analyze and interpret data and make recommendations;
Analyze standards and regulations and define the impact on the City;
Make sound decisions in accordance with laws, ordinances, regulations, standards and established policies;
Communicate effectively both orally and in writing with the public, peers, the Mayor, City Council and other City employees;
Exercise sound judgment and generate workable solutions in problem situations;
Produce and maintain accurate and legible reports and documents;
Communicate effectively orally and in writing;
Establish and maintain effective working relationships with elected officials, state agencies, local governments, contractors, co-workers, and the public under sometimes stressful conditions;
Interpret and apply complex laws, regulations, standards and policies;
Analyze and appropriately solve problems and resolve conflicts;
Maintain a professional demeanor at all times;
Perform a wide variety of duties and responsibilities with accuracy and speed under the pressure of time-sensitive deadlines;
Operate standard office equipment and a personal computer using program applications appropriate to assigned duties;

Use logical and creative thought processes to develop solutions according to written specifications and/or oral instructions.

MINIMUM ACCEPTABLE EXPERIENCE AND TRAINING
Bachelor’s Degree in Civil Engineering or related field; and
Licensed as a Professional Engineer in the State of Idaho. If not currently licensed in Idaho, candidate must be eligible for licensure by comity in the State of Idaho within 60 days; and
Three year’s experience in designing, reviewing and assisting in implementing capital improvement projects; or
Any equivalent combination of experience and training which provides the knowledge and abilities necessary to perform the duties of this job

WORK ENVIRONMENT

While performing the duties of this job, the employee works mostly in an office environment with some exposure to outside weather conditions and is occasionally subjected to wet, cold and/or icy conditions. The noise level in the work environment is usually moderately quiet.

The employee must possess and maintain a valid Idaho driver’s license and proof of valid insurance.
