Job Summary
Highly responsible professional work of a complex and advanced nature in analyzing data, providing budget management and oversight of the County’s operating and Capital Improvement Plan budgets. Provides professional analysis and recommendations concerning budgetary issues. Performs independent, objective assurance and consulting activities to achieve economical, efficient and effective administration of the county’s budget.
Under the general direction of the Office of Management and Budget Director, the Budget Manager assists in the preparation and maintenance of the County’s budget. The role is primarily responsible for preparing and monitoring the County’s revenue, expenditure, and capital improvement budgets, assuring that expenditure projection accurately reflects realistic operational needs and is in line with Board policies.
Essential Duties and Responsibilities
Supervises and mentors a team of 3–4 Budget Analysts; ensures quality, accuracy, and timely completion of assignments.
Develops, monitors, and maintains County revenue and expenditure projections, incorporating economic trends, population growth, service demand, and capital project planning.
Must be able to create reports that display financial information for internal and external stakeholders in an easily reviewed and accessible format.
Prepares and reviews financial matters for the BCC, which includes but are not limited to bonds, grants, contracts, agenda requests, capital improvement and fleet planning, impact fees and mobility fees, financial actions as the result of developer agreements, management requests and various other financial items.
Manages the development and adoption of the Five-Year Capital Improvement Program.
Assists in the annual budget development process; completes all preparation and review of fund budgets as assigned.
Conducts complex financial analysis and recommends management solutions as well as alternative service delivery approaches to improve operational efficiency and effectiveness.
Prepares and analyzes periodic revenue and expenditure variance analyses.
Maintains an accurate accounting and ensures the appropriate utilization of various funds, including but not limited to, County Impact and Mobility Fee funds, bond and debt service funds.
Reviews analysts work for completeness and accuracy; evaluates and makes recommendations as appropriate; offers advice and assistance as needed.
Prepares amendments, resolutions, ordinance, and reports on various financial or management issues, including cost impacts.
Coordinates the submission and review of the Constitutional Officers’ budgets as they relate to the Board of County Commissioners’(BCC) Budget.
Prepares fiscal summaries and recommendations in accordance with the Uniform Accounting System (UAS) as mandated by the State of Florida. Updates and modifies the County’s Chart of Accounts as necessary to affect Board policy in concert with the Clerk Comptroller’s Office.
Analyzes data to identify revenue trends.
Maintains State of Florida annual e-TRIM certification compliance.
Together with the Office of Management and Budget Director, formally presents the budget recommendations of the County Manager to the Board in the submission of the Annual County Budget. Provides analysis and affects Board actions.
Performs other duties as assigned.
Minimum Requirements
Bachelor’s degree in accounting, finance, or public/business administration or related field
Minimum of seven years of experience in government finance experience and thorough knowledge of current techniques of budgetary concepts and accounting principles applicable to governmental agencies.
Master of Business Administration (MBA), Certified Government Finance Officer (CGFO), or active Certified Public Accountant (CPA)preferred.
A valid State of Florida Driver’s License with clean driving record

Extensive knowledge of governmental budgeting principles, fund accounting, and financial analysis.
Knowledge of applicable Florida statutes, regulations, and budgetary reporting requirements.
Ability to lead a high-performing analytical team in a collaborative and professional manner.
Strong written and verbal communication skills, including public presentation and report writing.
Ability to evaluate operational data and make sound policy recommendations.
Strong organizational, critical thinking, and problem-solving skills.
High level of professionalism, discretion, and integrity in handling confidential and sensitive information.
Ability to interpret and implement Board policy and direction through fiscal planning and reporting.
Capacity to manage multiple complex projects and meet deadlines.
Proficiency in preparing clear and concise financial reports and budget documents for decision-makers.
Advanced proficiency in Microsoft Office Suite
Working Environment and Physical Demands
The noise level in the work environment is usually moderate.
Must be able to sit or stand for extended periods and use computer equipment.
Occasional local travel for meeting or presentations may be required.
