POSITION SALARY RANGE: $107,702 - $150,779 / year

The City of Unalaska is accepting applications for the Grants Management Coordinator position at the Department of Planning. Located in the number one commercial fishing port in the United States, the International Port of Dutch Harbor, Unalaska, Alaska, is a coastal community in the Eastern Aleutian Islands with a multi-cultural population of approximately 4,250 full-time residents and seasonal influxes from multiple commercial fishery operations.

GENERAL DESCRIPTION: Responsible for planning, organizing, and managing the City’s grants programs and administering awards from granting agencies supporting City projects and programs. Ensures effective grants management by appropriately researching, meeting compliance requirements, and facilitating timely proposal development and submission.

KEY RESPONSIBILITIES & DUTIES
Pre-Award Responsibilities:
• Develop processes and procedures for grant management.
• Identify grant opportunities by researching to determine grant availability from local, state, federal, and other sources.
• Determine proposal concepts by identifying and clarifying opportunities and needs and attending stakeholder strategy meetings.
• Communicate with state and federal agencies and other organizations that issue grants.
• Facilitate grant proposals in partnership with other City departments and local organizations.
• Coordinate with City Finance to ensure availability and appropriate use of matching funds.
• Submit timely grant proposals that meet grant requirements.
• Advise and inform grant stakeholders on issues, findings, and recommendations related to grants and alternate funding sources.

Post-Award Responsibilities:
• Monitor timelines and progress reports and review financial activities for compliance with the terms and conditions of the grant.
• Translate and prepare budgets related to grants.
• Conduct training to instruct grant recipients on grant objectives, requirements, performance regulations, and other related information.
• Serve as liaison between the City and grant providers.
• Compile and monitor administrative and statistical data about grant activities; prepare status reports and other related reports; maintain associated files and records.
• Coordinate with the Finance Department to ensure all financial reporting meets grant requirements and documents necessary to match funds.

SKILLS & ABILITIES:
• Excellent leadership skills with the ability to build effective and credible relationships to facilitate the grants team; serve as a trusted partner within the team, organization, and local entities.
• Ability to prioritize various projects and delegate work; support grants teams with the work and serve as a subject matter expert to answer questions and guide team to solutions and grant submissions.
• Ability to build strong relationships within the city, outside agencies, and local entities.
• Ability to translate stakeholder needs into grant opportunities.
• Excellent verbal and written communication skills with the ability to adjust style to communicate to diverse audiences.
• Excellent interpersonal and negotiation skills while maintaining empathy and a people-first solutions mindset.
• Excellent organizational skills, attention to detail, and time management skills with a proven ability to meet multiple deadlines.
• Proficient with Microsoft Office Suite and knowledge of grant management software.

EDUCATION & EXPERIENCE:
• A bachelor's degree in Communications, Marketing, English, Public Administration, Educational Studies, or other related degree.
• Five (5) years of experience in grant writing and administration; knowledge of federal regulations regarding grant proposals and application procedures; funding eligibility guidelines; formula v. discretionary funds; and transferring funds between projects.
• Experience working with tribal entities and Alaska Native Corporations is preferred.


LICENSES & SPECIAL REQUIREMENTS:
• Must be at least 18 years of age.
• Required to have a valid US Driver’s License and be able to obtain an Alaska driver's license within 90 days of hire.
• Must be eligible to work in the US; Federal Law requires new hires to complete an Employment Eligibility Verification Form (I-9).
• Successfully pass a background check, which includes Professional, Criminal, and Reference checks.
• Successfully pass a pre-employment drug test.
