The City of Franklin is embarking on an exciting journey of revitalization and growth and this person will work closely with a highly skilled and visionary City leadership team that is at the forefront of renaissance projects that are shaping the future for the City.
Founded in 1796, the City of Franklin is located in southwestern Ohio, in Warren County along the Great Miami River. The City is part of the Greater Dayton area, strategically located along Interstate 75 (I-75), 19 miles to the south of downtown Dayton and just 40 miles to the north of downtown Cincinnati. Access and proximity to two major metropolitan areas make Frankin a strategic destination for residents and businesses. The City which encompasses 9.17 miles and has a population of 11,653, that is expected to grow to around 15,000, is known for its welcoming, friendly, small-town charm.
The City of Franklin is a home-rule incorporated charter form of government. The Charter, which was adopted in 1984, established the “Council-Manager Plan” of governance for the City. City Council appoints a City Manager, who serves at the pleasure of Council. The City Manager is the chief administrative, operating and executive officer and is responsible to the Council for the administration of all City affairs as prescribed by the Charter. The City Manager appoints all City Department Heads, including the City Engineer. The Clerk of Council, Finance Director and Law Director are appointed directly by Council.
The successful candidate will be comfortable providing professional engineering services and expertise to the Public Works Department and other City Departments, as necessary, and engage actively in many different facets of the City operations. They will have a strong desire for professional advancement and possess exceptional communication skills. They will be adept at both, working autonomously, and providing visionary expertise to the City Manager and City’s Leadership, keeping them informed of day-to-day operational concerns and issues occurring in the City and guiding the City through the decision-making process.
The new City Engineer will have experience in many different areas, such as: leading and supervising staff, bid document preparation, project management and coordination of contractors, reviewing and issuing permits that comply with established design criteria and standards regarding infrastructure, zoning, subdivision, floodplain and stormwater runoff. The new person will have strong project budget and finance experience, along with federal, state, and local grant program experience for the funding of capital improvement and infrastructure projects. They will understand the importance of retaining and building new private and public partnerships, have outstanding networking skills, and effectively maximize intergovernmental relationships to leverage City funds along with federal, state, and local tax and incentive programs to ensure financial strength for City.
A bachelor’s degree from an accredited college or university with major course work in Civil Engineering or related field and ten (10) years recent documented work experience in municipal engineering capacity, or equivalent combination of education and experience that provides the required knowledge, skills, and abilities. Certification as an Ohio professional engineer (or proof of exemption) under Ohio Revised Code 4733, is required. Prior experience with building and zoning enforcement is beneficial. Valid driver license, acceptable motor vehicle record and continuous insurability required.
This is a full-time, exempt position, and the salary will be commensurate with the knowledge, skills, and abilities of the selected candidate. The salary range for this position is $93,259 to $114,697. The City of Franklin offers an excellent benefits program, including vacation, sick leave, paid holidays, medical and dental insurance, participation in the Ohio Public Employees Retirement System (OPERS), including a full City PERS Pick-up of Employee’s required contribution.
There is no residency requirement for the City Engineer. However, the new Engineer will be expected to be an active and visible participant in community organizations and events.
