Title of Job: ROADS SUPERINTENDENT

Job Summary: Responsible for scheduling employees for the construction, maintenance and general cleanup of county roads including clearing of right-of-ways, drainage work from the digging of open ditches to laying of pipelines on a grade, maintenance patching, tree trimming, spraying for weed control, mowing of right-of-ways, collection of roadside trash and other jobs pertaining to road work.
ESSENTIAL TASKS

(These are intended only as illustrations of the various types of work performed. The omission of specific duties does not exclude them from the position if the work is similar, related, or a logical assignment to the position.)

1. Secure and open building and office complex.
2. Assign daily schedule.
3. Inspect daily work projects and inspect contract jobs are done as contracted.
4. Review applications and hire part-time labor to heavy equipment personnel and recommend annual salary adjustments for supervised employees.
5. Manage and attempt to resolve personnel conflicts.
6. Train personnel for herbicide spraying, safety training, personal protection equipment training, tree and limb trimming, mowing safety training.
7. Compose job estimates for construction and maintenance work.
8. Get location information and call Miss Utility for locates. Work with engineer on Bridge projects as needed.
9. Compile yearly Tar & Chip schedule, Slurry and Micro-pave schedule, yearly Blacktop Schedule.
10. Compile and implement snow-clearing routes, salt spreading routes, mowing, etc.
11. Coordinate spreading of cinders and sand as needed in icy weather.
12. Assist in compiling Regional Letter of Authorization for pipe replacements thru MDE.
13. Maintaining an annual schedule of rates for labor and equipment cost by the hour/mile that will be updated annually on the fiscal year.
14. Recommend yearly road reconstruction for budget.
15. Operate heavy equipment as needed.
16. Assist Director with budget for road improvements.
17. Coordinate volunteer trash clean-up efforts throughout the County.
18. Update information systems with maintenance and repair information as well as retaining 'as-built' design documents of roadways in the County's jurisdiction."
19. Perform related work as required.

KNOWLEDGE, SKILLS AND ABILITIES

Ability to work well with a wide variety of people, to include laborers, equipment operators, engineers, high level state and federal officials, etc. Ability to supervise a large work force composed of skilled and unskilled laborers and coordinates the activities relating to many construction-related projects. Excellent oral and written communications skills.

EDUCATION AND EXPERIENCE

High school diploma with continuing education course work in highway maintenance, drainage, and excavation; Bachelor of Science Degree in Civil Engineering with a major in highway and drainage design desired but not required. Special training in highway maintenance, paving, general highway construction, etc. Extensive experience in highway maintenance and/or construction with progressively increasing responsibilities in management of equipment resources and personnel.
A comparable amount of training and experience may be substituted for the minimum qualifications.

PHYSICAL REQUIREMENTS

Must have the use of sensory skills in order to effectively communicate and interact with other employees and the public through the use of the telephone and personal contact as normally defined by the ability to see, read, talk, hear, handle or feel objects and controls. Physical capability to effectively use and operate various items of office related equipment, such as, but not limited to personal computer, calculator, copier, and fax machine. Some standing, walking, moving, climbing, carrying, bending, kneeling, crawling, reaching, and handling, pushing, and pulling to be able to examine infrastructures in the field.

SPECIAL REQUIREMENTS
• On 24-hour emergency call
• Class B CDL driver’s license with air brake endorsement
• Possession of a valid DOT physical card
• Maryland Dept. of Agriculture Herbicide spraying license (Class--Right-of-way)
• State of MD. DNR Forest Service--Public Agency Certificate of Registration as Roadside Tree Care Expert
• Certified Flagger Card
• Forklift Certification
• MD. Dept. of Environment Green Card (Certification of Erosion control training)
• Ability to complete any required Homeland Security courses and training
