Human Resources Director

City of New Port Richey, FL

The City of New Port Richey is seeking an innovative and dynamic Human Resources Director to serve in a key role on the city’s leadership team and to lead the operations of this vitally important department. Known for its cultural heritage and unique riverfront landscape, the City of New Port Richey is largely a residential community with a strong local government and an attractive historical downtown with a broad array of business and retail services. The city is located in Florida’s Central Gulf Coast, approximately thirty miles northwest of Tampa. The Gulf of Mexico coastline borders the west side and the Pithlachascotee River runs through the city. The City has a total area of 4.6 square miles and has approximately 17,000 residents, which makes the City the second largest in the County.
Position Function
Under the direct supervision of the City Manager, the Director sets overall policy and long-range and short-range strategic goals and objectives within the department. The director also develops operating policies and procedures and resolves personnel and business issues and establishes management practices. The ideal candidate should have a genuine interest in strategic human resource management. Additionally, candidates should possess strong analytical skills and the ability to effectively use data to present information and to make decisions. This position requires an individual with the vision and leadership skills to play a significant role in the overall success of the organization.
Essential Duties
The principal responsibilities of the department include the following: employee recruitment and selection, management of the Classification and Compensation System, develops and implements employee outreach initiatives (i.e. Employee Suggestion and Awards Board, Wellness Committee, Workplace Diversity and Inclusion Committee etc.), identifies and executes methods to increase employee engagement, employee satisfaction, occupational growth and succession planning and administers risk management duties to include program initiatives related to Workers’ Compensation and property and liability insurance resulting in abatement and mitigation strategies.
Salary and Benefits
The salary range for the position is $90,000 to $105,000 DOQ and experience. The city also offers a competitive executive benefits package including but not limited to generous paid leave, an excellent health care plan, a traditional pension plan through the state retirement system and membership at the city’s Recreation and Aquatic Center.
Candidate Qualifications
Desired qualifications include a minimum of:
• Bachelor’s Degree in Human Resources, Organizational Development, Psychology or a related field with a Master’s Degree being preferred;
• Five years of management experience in the field of human relations;
• Excellent communication skills, both written and oral;
• Ability to de-escalate and or mediate high stress conflict interactions;
• Capable of performing well in a team oriented environment;
• Possess a positive attitude and consistently practice good judgement
