Cosumnes Community Services District, CA

Located in California’s Central Valley four miles south of the Sacramento city limits in the southern portion of Sacramento County, the Cosumnes Community Services District (District) is a sophisticated, progressive special district that provides fire, emergency medical, and park and recreation services to an estimated 207,000 persons. With a 157-square-mile service area that includes the cities of Elk Grove and Galt, and the unincorporated area of south Sacramento County, it is the largest community services district in California. The 2023/24 (Biennium Year 1) Budget of $192 million supports 359 full-time and over 600 part-time and seasonal staff in four departments: Administrative Services, Facility and Development, Fire, and Parks & Recreation, as well as the Office of the General Manager.

A member of the District’s Strategic Management Team (SMT) and reporting directly to the CEO/General Manager, the Administrator of Parks & Recreation (APR) leads the Parks & Recreation Department. The Department is organized into two areas: Recreation Services, and Park and Golf Operations, each with its own director. The FY 2023/24 departmental operating budget of $52.2 million supports 103 full-time and over 600 part-time and seasonal employees. The $35 million CORE Recreation Center will open in early 2025.

A bachelor’s degree in recreation, public, or business administration, or a closely related field and 10 years of increasingly responsible park and recreation management experience including administrative/management experience (including staff supervision, budgeting, program planning, and promotional activities) are required. A minimum of three years of operations and/ or maintenance functions and three years of responsibility for recreation and/or community programming is desirable. A master’s degree in business or public administration, or parks, recreation & tourism management is preferred. Experience with unions, labor relations, and collective bargaining are all highly desired. CPRP or CPRE certifications are desirable. Any equivalent combination of training, education, and experience may be considered at the sole discretion of the District.

The annual salary range for this opportunity is from $215,280 to $251,088, and appointment will be made depending upon the qualifications and experience of the selected candidate. Relocation assistance may be available subject to negotiation.
