As the administrative officer for the City, plan and direct the activities of all City departments through subordinate department managers and others. Perform various duties as contained in City Charter. Act as the City's Budget Officer. Pursue economic development by planning, organizing, and administrating economic development marketing activities for business expansion, attraction, and job development.
Primary Job Functions:
• Provide administrative direction to all City employees, directly or through subordinate department heads. Ensure satisfactory resolution of personnel issues. Review and provide final approval on hiring, discipline, and termination recommendations. Act as lead negotiator in labor contract negotiations.
• Manage and coordinate projects and programs to accomplish goals and objectives of the City Council.
• Confer with department heads and others on varied operating and administrative problems. Review departmental plans, programs, and procedures, and suggest new innovations or methods to improve the standard of services provided by the City.
• Review and approve departmental needs and estimates. Transmit budget documents to City Council for review and approval. Administer approved budget and monitor overall expenditures to ensure compliance with budget.
• Meet with the City Council at special and regular meetings. Provide information and reports covering various aspects of the City's operations. Advise Council members in their deliberations on policy and/or legislative matters.
• Work with various citizen and business groups to encourage and develop economic opportunities. Attend meetings and represent the City in various organizations and groups. Explain City issues and projects and encourage citizen participation and support.
• Coordinates marketing efforts with Malheur County Economic Development department, Ontario Chamber of Commerce, and other organizations as needed to help promote economic growth in Ontario.
• Coordinates and writes grant applications for Federal, State, and other grant programs that are available to the City for economic development.
• Respond to citizen inquiries and resolve complaints or refer to appropriate department heads when possible.
• Follow through to ensure satisfactory resolution of citizen inquiry.
• Must attend Budget Meetings.
• Follow all safety rules and procedures established for work areas.
• Ability and willingness to promote the City of Ontario in a positive and tactful manner in all situations.
Secondary Job Functions:
• Maintain proficiency by attending conferences and meetings, reviewing reports, reading professional journals, and meeting with others in areas of responsibility.
• Will be required to travel to attend conferences and meetings.
Knowledge, Skills, and Abilities
• Broad knowledge of municipal government organization, power and functions, inter- and intra-governmental relationships, principles and practices of public administration, budgeting, and management.
Education and Experience:
• Equivalent to a complete four-year university education in public or business administration and four years administrative/management experience, or any satisfactory combination of education, experience, and training which demonstrates the knowledge, skills, and abilities to perform the above duties.
• Possession of valid driver’s license
• Must be bondable if requested
• Must be able to pass a background check
• Responsible for all City employees, directly or through subordinate department heads.
• Oversees the contract services of the Finance and Public Works departments, to ensure that the needs of the City are being met and the contracts are being fulfilled.
• Previous experience in a similar capacity.
• Graduate degree in public administration, business management, etc.
• Usual office working conditions. The noise level in this work environment is typical of most offices. Fast paced work environment.
Physical Requirements Necessary to Perform this Job:
• Required to sit, communicate, reach, and manipulate objects, tools or controls.
• The position requires mobility
• Duties involve moving materials weighing up to 10 pounds on a regular basis.
• Manual dexterity and coordination are required over 50% of the work period while operating equipment such as a motorized vehicle, computer keyboard, calculator etc.
