Kimberly Funderburk is Cigna’s president for Government, Education, and Health Systems and is responsible for creating and executing a national Government, Education, and Health Systems strategy that is consistent with Cigna's overall value proposition. She also serves as a strategic and consultative resource to Cigna’s local market account teams, ensuring that Cigna's strategies, solutions, and services deliver differentiated value and address the specific and unique needs of each government, education, and health system client.

She has more than 20 years of experience in the health care industry, much of it at Cigna, spanning operations and sales. Prior to her return, Funderburk led the sales and health and wellness teams at Anthem BCBSGA. She has extensive government and education experience, having worked with numerous public entities, school systems, colleges, and universities across the country during her time at both Cigna and Anthem BCBSGA.

Funderburk is a graduate of Clark Atlanta University, where she received a Bachelor of Science degree in mathematics. She lives in Atlanta and is passionately committed to community and health engagement and advocacy.

Caitlan Biggs currently serves as assistant town manager for the Town of Little Elm, Texas. Biggs has served in local government for more than twelve years and has been with the town for almost eight years. In her current role, she oversees employee experience, information technology, finance, municipal court, culture and community engagement, and strategic planning, and serves as the town secretary.


Caitlan is a past president of the Urban Management Assistants of North Texas (UMANT) and is an active member of the Texas City Management Association (TCMA) and ICMA. She is a Certified Government Finance Officer and a Texas-registered municipal clerk. She is also a graduate of the Texas Women’s Leadership Institute Alpha class and the recipient of the 2023 Assistant of the Year award from TCMA.

 

Paulette Hartman

City Manager, North Richland Hills, Texas

Paulette Hartman is the city manager for the City of North Richland Hills. Hartman began her service as North Richland Hills city manager in April 2024 after serving as deputy city manager since 2014. Prior to this, she served as the city manager of Joshua, Texas, for more than seven years. Hartman also served as the first town administrator for the Town of Copper Canyon from 2004 through 2006 and as assistant to the city manager for the City of North Richland Hills from 1999 to 2004.

Hartman is a member and past president of the Texas City Management Association (TCMA). She is also a member of the International City/County Management Association (ICMA) and the North Texas City Management Association (NTCMA). Hartman currently serves as chair of the advisory board for the Texas Women Leading Government Institute and as a member of the Texas Municipal Retirement System Advisory Board. She was recently appointed as the North Richland Hills representative to the board of directors of the North Texas Commission.

Hartman holds a Bachelor of Arts degree with a major in public administration from Stephen F. Austin State University and a Master of Public Administration degree from the University of Texas at Arlington. She is a past recipient of the Linda Keithley Award for Women in Public Management from the North Central Texas Council of Governments, as well as the Joy Sansom Mentoring Award from the Urban Management Assistants of North Texas.

Hartman and her husband, Michael, will celebrate twenty-nine years of marriage on June 14. Michael is the program director for the Healogics Wound Care Clinic at Texas Health Resources Hospital in downtown Fort Worth. Michael and Paulette are the proud parents of Carter (twenty-four), Jackson (twenty), and Kayla (sixteen). They are humble servants to their French bulldog, Cooper.

Jeanette Green has more than twenty years of experience in human resources management and has served in a variety of leadership roles in local government. Throughout her career, she has developed and implemented human resources strategies that support organizational goals and has led complex operational initiatives and programs. As director of human resources for the City of Thousand Oaks, Green provides strategic oversight of human resources, safety, and risk management programs.

Green holds a Juris Doctor from the University of Maryland School of Law and a Bachelor of Arts in sociology from Stony Brook University. She is a frequent speaker at human resources and local government conferences, where she shares insights on emerging workplace issues, leadership development, and employment law compliance.

 

Tim Hemstreet

County Administrator, Loudoun County, Virginia

Tim Hemstreet has served as county administrator of Loudoun County, Virginia, since December 2009, an organization of more than four thousand six hundred full-time employees. As the administrator, Hemstreet directs and supervises the day-to-day operations of all county departments and agencies under the direct control of the elected Board of Supervisors.

Hemstreet came to Loudoun County from the City of Miami Beach, Florida, where he had held management positions beginning in April 2001. He served as assistant city manager and assistant executive director of the Redevelopment Agency from March 2005. Prior to that, he was director of the Capital Projects Office. Before joining the City of Miami Beach, he held several management positions with the cities of Tamarac and Hollywood, Florida. He also served as assistant city manager and finance and policy officer for the City of Tamarac.
