This members-only discussion is held June 26, 2-3pm ET. The Rules of Procedure for Enforcement (Rules) details the process when ICMA receives an ethics complaint that alleges a member’s conduct has violated the Code of Ethics (Code). The Executive Board adopted the Rules in 1972, and they have been revised at the Board’s Committee on Professional Conduct’s (CPC) recommendation over the years, most recently in June 2023.
The peer-review process holds members accountable and is intentionally deliberative to ensure all decisions are based on established facts. The CPC has seen a growing trend for people who file complaints to weaponize the process, making clear the Rules need to address these challenges related to standing and confidentiality. The session will explore the CPC’s proposed revisions with small group discussion on those values.
