About Kimberly Funderburk

Kimberly Funderburk is Cigna’s President for Government, Education and Health Systems business and is responsible for the creation and execution of a national Government, Education and Health Systems strategy consistent with Cigna's overall value proposition.  Kimberly also serves as a strategic and consultative resource to Cigna’s local market account teams, ensuring that Cigna's strategies, solutions and service deliver differentiated value and address the specific and unique needs of each Government, Education and Health System client.  She has over 20+ years of experience in the healthcare industry, many of which were previously spent at Cigna in a number of positions that spanned across Operations and Sales. Prior to her return, she led the Sales and Health & Wellness teams at Anthem BCBSGA.  She has extensive Government and Education experience, having worked with numerous public entities, school systems, colleges and universities across the country during her time at Cigna and at Anthem BCBSGA.

Kimberly is a graduate of Clark Atlanta University, where she received a Bachelor of Science degree in mathematics. She lives in Atlanta and is passionately committed to community and health engagement and advocacy.

About Kate Fitzpatrick

Kate Fitzpatrick was appointed as the first Town Manager in Needham, Massachusetts in 2005.  She has served the community since 1990 as Town Administrator, Assistant Town Administrator, and Personnel Director.  Prior to serving in Needham, Ms. Fitzpatrick worked in a variety of human resource roles for Commonwealth of Massachusetts.  She is currently serving as a Commissioner on the Massachusetts Public Employee Retirement Administration Commission, and has served as president of the Massachusetts Municipal Association (the State’s non-partisan league of cities and towns), president of the Massachusetts Municipal Managers Association, chair of the Massachusetts Municipal Association’s Labor and Personnel Policy Committee, and chair of the Massachusetts Municipal Personnel Association.   She currently serves as a member and past chair of the ICMA Credentialing Advisory Board, is past chair of the ICMA Leadership Advisory Board, past board member of the League of Women in Government and is a founding member of Women Leading Government in Massachusetts.  Ms. Fitzpatrick received a Bachelor’s Degree in History from the College of Holy Cross an MBA, with a concentration in Public Management, from Boston University, and a certificate in Financial Planning from Boston University.  She is an ICMA Credentialed Manager.

Deputy County Manager, Volusia County, FL

 

 

About Suzanne Konchan

Ms. Konchan currently serves as the Deputy County Manager of Volusia County, Florida, home of the Daytona 500 and 47 miles of beaches and has over 30 years of experience in local government. Her professional career includes senior management experience in County government in California, Colorado and Florida. Suzanne’s career began in 1984 when she started as an urban planner for Santa Barbara County after attending the University of California Santa Barbara. She served in progressively more responsible roles in Santa Barbara, eventually leading the coastal planning division of that agency. She relocated to Colorado in 1991 to join county government in Aspen, Colorado for ten years where she initially served as Community Development Director before becoming appointed as the County Manager.

In 2001, Ms. Konchan and her family relocated once again to Florida, her home state. Ms. Konchan worked for eight years as a consultant to both public and private sector clients providing a range of services related to planning, strategic planning, site selection and development management.

Suzanne returned to the public sector in early 2009 when she was appointed to the post of Growth Management Director for St. Johns County, in St. Augustine, Florida. Throughout her time in St. Johns County that community was known as one of the fastest growing counties in Florida, and consistently in the top 15 counties nationwide, with population growth exceeding 45% over her time serving as the director of planning and building services.

Suzanne joined the Volusia County team in 2019 as Deputy County Manager and overseas operations of the County’s more than 40 divisions, including a full-service commercial airport, a successful 225,000 sq. ft. convention center, a solid waste landfill, countywide EMS, an award-winning library system, mass transit service including bus, micro transit, and light rail, and a 1500-person jail, along with dozens of other services and programs.
