St. Lucie County, FL's government access channel and its Media Relations staff wanted to work with local non-profit organizations to create educational PSAs. They were hoping to offer the use of their facilities for free but faced legal concerns with this initial plan. Instead they created a grant program that allowed for the creation of some very successful PSAs.
