People want transportation choices, walkable neighborhoods, a range of housing opportunities, and distinctive, attractive communities with a strong sense of place. Yet the codes that regulate land development—including zoning codes, land subdivision codes, and street design standards—often make the implementation of such principles difficult, cost-prohibitive, or even illegal. This issue summary reviews some of the barriers to development that conventional regulations present, and offers suggestions for adopting and implementing codes that enact smart growth principles.
