After self-evaluation the City of Phoenix realized that they were the 6th largest city in the nation, yet had a below-average waste diversion rate. To target this issue the city incorporated a three-prong approach with the goal of enhancing or implementing new solid waste programs, expanding community and educational outreach, and lastly, developing key public and private partnerships. This document details how they came up with these steps and how they have surpassed this basic framework to inform the citizens. The program has been nominated for the 2016 Local Government Excellence Awards in the category of Community Sustainability (populations of 50,000 and greater).
