In response to economic worries  throughout New York, the State Comptroller's Office published this shared services guide in an effort to help close the widening budget gap for many cities and municipalities. The report details a comprehensive review of successful consolidation and shared services examples currently underway in New York, gives a broad overview of benefits and obstacles of such practices, delves briefly into common practices outside of New York state and provides a model for implementing shared service consolidation during a recession at the municipal level.
