The City of New Smyrna Beach identified 24 neighborhoods within its comprehensive plan, but no individual neighborhood plans had been undertaken in any of these areas. Facing blight, aging infrastructure, crime, a lack of economic opportunity, and a lack of access to services, the City proposed a pilot project to create its first neighborhood plan. The intent was to create one document to address the issues and concerns of neighborhood residents and to provide a roadmap to the City for addressing those concerns. The issues identified by residents including infrastructure; land use and zoning; code enforcement; housing and social issues.
