Facing rising energy costs the City of Palm Bay, FL created the GreenWay Environmental Management System. It establishes a standard of regulatory compliance, pollution prevention, and constant improvement for their utility department.  The process began with an overall culture shift among employees gradually making the whole system more efficient from the bottom up.
