After the City of Las Vegas, NV implemented a series of environmental programs like the Climate Protection Resolution, the Green Building Resolution, and the Urban Forestry Resolution they wanted to find a way to streamline and better control these infinitives.  The Sustainable Energy Strategy was created as a way to bring projects like these together but also to create unified forced for future environmental programs and development.
