Communities across the United States and Canada have experienced an influx of immigrants during the past several decades. Although the current economic recession has dampened the rate of new arrivals, there has been no measureable outflow. Local government officials are frustrated by a lack of adequate resources from the central government and the logistical challenges of serving diverse immigrant populations. The focus of this article is on how professional local government managers can integrate recent immigrants in ways that benefit both immigrants and long-term residents of a community and that can make local service delivery more effective.
