ICMA's Program Excellence Award for Community Partnerships recognizes the programs or processes that demonstrate innovative, multiparticipant involvement between and/or among a local government and other governmental entities, private sector business, individuals, or nonprofit agencies to improve the quality of life for residents or provide more efficient and effective services. In 2006, ICMA presented one of two awards in the less-than-10,000 population category to the village of Jackson and town of Jackson, Wisconsin, and village administrator/clerk Delmore A.
