ICMA's Award for Career Excellence in Honor of Mark E. Keane recognizes an outstanding local government administrator who has fostered representative democracy by enhancing the effectiveness of local government officials and by consistently initiating creative and successful programs. Candidates must have a minimum of ten years of executive, senior-level service to the profession. Charles McNeely, city manager, Reno, Nevada is nominated for the 2006 award. This article describes how Mr. McNeely's leadership over the past ten years has changed the corporate culture inside Reno City Hall in a positive manner, as well as the perception of Reno city government by the citizens it serves.
