ICMA's Award for Programs for the Disadvantaged, established in memory of Carolyn Keane, recognizes a local government that has enhanced the quality of life for the disadvantaged, including homeless citizens and people with AIDS. In 2005, ICMA presented the award in the less-than-10,000 population category to the town of Pearisburg, Virginia, and Town Manager Kenneth F. Vittum for the Giles Health and Family Center. The center provides critical services to the aging population, a day care center and a medical offices to clients of the Free Clinic of the New River Valley.
