The spring meeting of the ICMA Executive Board was held June 6-9, 2019, in Alexandria, Virginia. Here’s a rundown of the most significant decisions.
ICMA’s 2020 Budget
The ICMA fiscal year 2020 budget was approved and includes funding for significant investments to advance implementation of the priorities of Envision ICMA, including investments in local government innovations, which the association believes are necessary to position ICMA as a global leader in the innovations space.
Updating the ICMA Code of Ethics
The board approved proposed new language for Tenet 2 of the ICMA Code of Ethics. The proposed new language for Tenet 1 (which was approved by the board in February 2019) and Tenet 2 will appear on a ballot before the membership in fall 2019. The board also approved a new guideline for Tenet 3 on Conduct Unbecoming.
New Incoming President-Elect
The board selected James Malloy, town manager of Lexington, Massachusetts, to serve as ICMA’s 2019-20 president-elect. Malloy served on the board 2014–17 and was the committee chair for the 2018 ICMA Annual Conference Planning Committee. Malloy will become a member of the ICMA Executive Board, along with the incoming vice presidents, at the Celebration of Service session on October 23 during the 2019 annual conference. At the same time, Jane Brautigam, city manager of Boulder, Colorado, will be inducted as ICMA’s 105th President.
Distinguished Service Award Recipients Chosen
The board selected Michael A. Conduff of Denton, Texas; Kevin C. Duggan of Mountain View, California; and Michael Willis of Hastings, New Zealand, as recipients of the 2019 ICMA Distinguished Service Awards. The awards will be formally presented during the annual conference in Nashville.
Local Government Recognitions Granted
The board approved a local government recognition under the General Management criteria for the Pueblo West Metropolitan Special District of Colorado, and a recognition under the Council-Manager criteria for Pell City, Alabama.
Update on Member Engagement on Diversity Initiatives
The board received an update from the consultants hired to assist in member engagement efforts regarding changes to voting rights, service on regional nominating committees, and service on the ICMA Executive Board. After the conclusion of all state association meetings in August, the board will assess member feedback and develop a series of proposed constitutional amendments, which will be presented for feedback at the 2019 conference in Nashville. This feedback will help to refine the amendments placed on a ballot for member consideration.
