At its quarterly meeting on June 26, 2026, the ICMA Executive Board selected Stephanie Mason, township manager of Doylestown Township, Pennsylvania, as ICMA’s 2026–2027 president-elect.
Mason will join the ICMA Executive Board as president-elect during the 2026 ICMA Annual Conference in Long Beach, California, on October 20, 2026. She will begin her term as ICMA president during the 2027 ICMA Annual Conference in Philadelphia, Pennsylvania, making history as the first ICMA president from Pennsylvania.
Mason has devoted nearly four decades to advancing professional local government management. She has served as township manager for Doylestown Township since 2000, following 13 years as assistant manager, and oversees day-to-day administration for a growing community of nearly 18,000 residents.
A long-time ICMA Credentialed Manager, Mason has been active in the association for many years. She served on the ICMA Executive Board as Northeast regional vice president from 2016 to 2019 and has served on the ICMA Credentialing Advisory Board since 2020. She also co-chaired the 2002 ICMA Host Committee. Her service has been recognized with the ICMA Appreciation of Service Award and ICMA’s 35-year local government service recognition, as well as statewide honors including the Association of Pennsylvania Municipal Management Past President’s Award and the PSATS President’s Leadership Award.

Incoming Regional Vice Presidents
On June 12, 2026, ICMA canvassed 1,201 ballots cast by ICMA members who are eligible to vote based on the criteria outlined in ICMA’s Constitution. Through this ballot, Voting members elected vice presidents from each of ICMA’s six regions to serve the 2026-2029 term on the ICMA Executive Board.
The six newly elected vice presidents will be inducted and take office at the ICMA Executive Board meeting during the 112th ICMA Annual Conference in Long Beach, California
- International: Meighan Wark*, CAO, Huron County, Ontario, Canada
- Midwest: Philip A. Kiraly, village manager, Glencoe, Illinois
- Mountain Plains: Alejandra "Alex" Lopez, assistant city manager, San Antonio, Texas
- Northeast: Sandra Fournier, town manager, Mapleton, Castle Hill, and Chapman, Maine
- Southeast: David Ellis, county manager, Wake County, North Carolina
- West Coast: Stephanie Lucash, deputy city manager, Kenmore, Washington
*Meighan Wark was appointed to fill a vacancy for the 2023-2026 International vice president term. Per the ICMA constitution, any vice president appointed to fill a vacancy who serves less than two years may run for another full term.

Every year, each region has one regional vice president position become available. The upcoming 2026-2027 regional nominations process will launch after the conclusion of the 2026 112th ICMA Annual Conference in Long Beach, California. ICMA encourages members who are interested in serving their peers in the profession and their associations to consider pursuing this opportunity. State/country associations and affiliate organizations are important partners with ICMA and are asked to identify and develop future leaders to serve on the ICMA Executive Board.

The 21-member ICMA Executive Board consists of a president, a president-elect, immediate past president, and 18 regional vice presidents. There are six regions and each region is represented by three regional vice presidents. Regional vice presidents serve three-year terms.
