Charlie Duggan, city manager, Auburn, Alabama, and 2016-2019 ICMA Southeast Regional Vice President, has accepted a position with a water authority in California. Since he is leaving the Southeast region, in accordance with the ICMA Constitution, he must vacate his position on the ICMA board at the annual conference in October. 

The Southeast region includes Alabama, Florida, Georgia, Kentucky, Louisiana, Mississippi, North Carolina, South Carolina, Tennessee, Virginia, and West Virginia.

ICMA is launching a search to find a qualified candidate to fill the remaining two-year term on the board. Candidates who want to be considered for this position will be interviewed by the Regional Nominating Committee at the Southeast regional summit on Friday, April 28, in Gatlinburg. The candidate selected by the committee will then be subject to approval of the ICMA Executive Board in accordance with the ICMA Constitution.

In filling this position, the regional protocol approved by the state associations will be honored. This vice-president position replaced Alan Ours, county manager of Glynn County, Georgia. 

Here are the eligibility criteria: 

  1. Candidate may be a CEO or non-CEO.
  2. Eligible candidates must be from the southern group of states in the region consisting of Alabama, Florida, Georgia, Louisiana, Mississippi, and South Carolina.
  3. Except as provided below, no state may succeed itself on the board. Since this position is replacing Alan Ours from Georgia, a candidate from Georgia may not be considered unless there are no other qualified candidates. There shall be a minimum of a one-year gap for any state’s representative on the board unless there is not a qualified candidate from another state in the group.

a. No state in the region will be represented on the board more than twice within a 10-year period, unless there are no other qualified candidates. 

b. Nominations shall give preference to qualified candidates from states that have not been represented on the ICMA board in the past 5 years.

 

The new vice president will be invited to join other incoming board members for an orientation this July in Washington, D.C. The selected candidate will be sworn in at the ICMA Annual Conference in October and serve until September 2019.  

Eligible members in the region received a communication about this opportunity last week. Individuals who know of a colleague who should be considered for appointment should encourage the member to apply.  Interested members are asked to submit a resume along with a statement outlining their qualifications and views on issues facing ICMA.  Submissions should be sent by March 17, 2017, to nominations@icma.org.  ICMA President Lee Feldman has also contacted state association and affiliate presidents to solicit their suggestions.
