GovHR USA, which was hired by the ICMA Executive Board to conduct the recruitment and selection process for the next ICMA Executive Director, said a search committee composed of members of the ICMA Executive Board chaired by ICMA President-elect Pat Martel, has been formed and estimates the recruitment process will be completed in one year. GovHR executives outlined the recruitment and selection process:

  • Member and Stakeholder Input. At the ICMA Annual Conference in Seattle, GovHR USA will be staffing a Listening Post (Booth #427) in the Exhibit Hall. At the Listening Post, members will have the opportunity to complete an online survey, which will be made available to all members after the conference. Members can also talk with the GovHR consultants (Heidi Voorhees, Joellen Earl, and Lee Szymborski) to share thoughts and comments.  In addition, surveys will be sent to other stakeholder groups for direct input, such as the ICMA Strategic Partners, past ICMA presidents and vice presidents, and the Emerging Local Government Leaders.
  • Meetings with ICMA Staff, Affiliate Organizations, and other Key Stakeholders. Heidi Voorhees and Joellen Earl will meet with ICMA staff members and ICMA affiliates (National Association of County Administrators, National Forum for Black Public Administrators, and the Center for State and Local Government Excellence) in August. While in Washington, D.C., the consultants will also meet with ICMA-RC, the National League of Cities, and the National Association of Counties. Meetings with the Alliance for Innovation and the International Hispanic Network are expected to take place during the ICMA conference in Seattle.
  • Position Advertisement. Consultants will present their findings to the executive board in Little Rock in December and the recruitment profile will be finalized, with advertising beginning in early January 2016.
  • Applicant Review and Interviews. The consultants will recruit candidates, accept applications, conduct preliminary discussions with prospective candidates, and present their recommendations for candidates to be interviewed in April 2016. Initial interviews will occur in June and finalists will be interviewed in July 2016. The timeline calls for a new executive director to be introduced to the ICMA membership at the conference in Kansas City in September 2016.
