On April 30, the House adopted the compromise budget resolution with a vote of 226-197. 

Highlights:

  • Health: This would put in motion budget reconciliation to make changes to the ACA. The budget also sets in motion spending cuts of $5.3 billion over 10 years, with around 80% of cuts coming from programs like Medicare and Medicaid. NACo is against Medicaid block grants because there is the possibility of additional costs of county taxpayers and also it could reduce the counties’ ability to provide state-mandated health care services.
  • Human Services: The proposal would put forth $163 billion over next 10 years in training, employment, and social services. It also is suggestive of the elimination of the Social Services Block Grant (SSBG). NACo is firmly against cuts to SSBG as it allows many counties the ability to offer programs such as child abuse prevention and welfare and adult protective services.
  • Justice and Public Safety: The agreement calls for decreases of approximately $3 billion in budget authority and $2 billion in outlays from FY 2015. While there has been no mention of what this means regarding the money granted to counties, the decrease may have significant impact.
