Work-Experience Program for Adults with Intellectual and Developmental Disabilities

Launched through the Plano Public Library, the program addresses employment barriers by providing adults with intellectual and developmental disabilities meaningful, hands-on work experience in real municipal settings. Through strong partnerships with local organizations and dedicated job coaching, participants gain valuable workplace skills while contributing to daily city operations.
Rather than creating a separate initiative, Plano successfully embedded inclusion into its everyday operations by training staff, adapting workflows, and fostering a culture of accessibility. Since the program’s launch, participants have contributed thousands of hours of service, developed greater confidence and independence, and many have transitioned to employment or volunteer opportunities. Staff have also strengthened their ability to serve residents with disabilities, resulting in lasting organizational improvements that benefit the entire community.
By demonstrating that workforce inclusion can be achieved using existing resources and sustainable practices, Plano has created a scalable model for local governments nationwide. The program exemplifies how thoughtful leadership and cross-sector collaboration can expand opportunity, strengthen communities, and advance equity through innovative public service.
