NATURE OF WORK: Under the administrative direction of the City Manager, the Assistant City Manager serves as a senior executive leader responsible for the management, coordination, and performance of assigned City departments and municipal operations. The position serves as the City Manager’s principal executive management partner, ensuring effective implementation of City Council policies and priorities in accordance with the City Manager’s organizational vision, management philosophy, and strategic direction.
The Assistant City Manager provides direct executive oversight of Community & Economic Development, Engineering, Operations, and Utilities, exercising considerable independent judgment and delegated authority to supervise department directors, resolve operational challenges, coordinate capital initiatives, and ensure responsible financial stewardship and high-quality service delivery.
As a member of the executive leadership team, the Assistant City Manager translates the City Manager’s organizational vision into coordinated operational activities, departmental objectives, management practices, and measurable performance outcomes. The position ensures assigned departments consistently reflect the City Manager’s expectations for organizational culture, accountability, professionalism, efficiency, and service excellence. Effective delegation and executive coordination enable the City Manager to concentrate on strategic leadership, City Council relations, long-range priorities, and overall organizational oversight.
Serves as Acting City Manager during the City Manager’s absence, consistent with applicable law, City policy, and delegated authority.
ESSENTIAL DUTIES, KNOWLEDGE, SKILLS, AND ABILITIES
Executive Leadership and Delegated Management
Serves on the City Manager's Executive Team overseeing and accountable for assigned departments while closely working interdepartmentally to effectively and consistently achieve the strategic goals of the city.
Directs the highest-level operational, financial, and talent management decisions of the department and provides complex guidance on matters of significance in alignment with policy and executive leadership objectives.
Serves as an organizational representative engaging with City Council, Boards and Commissions, employees, the public, and other partnership entities.
Translates the City Manager’s organizational vision, management philosophy, and strategic direction into departmental work plans, operational priorities, management practices, and measurable performance expectations.
Ensures departmental decisions, operational activities, resource allocation, and service delivery align with the City Manager’s executive direction and City Council’s adopted policies and priorities.
Exercises independent judgment within delegated authority to resolve routine operational issues, address interdepartmental conflicts, and ensure timely, accountable execution without unnecessary escalation.
Communicates, models, and reinforces a unified organizational culture consistent with the City Manager’s expectations; identifies and corrects practices inconsistent with that direction.
Promptly elevates significant policy, legal, financial, personnel, political, or organizational risks to the City Manager with concise analysis and recommended actions.
Acts on behalf of the City Manager as assigned and represents the City in meetings, negotiations, partnerships, and public forums within delegated authority.
Director Supervision and Organizational Performance
Provides direct executive supervision, coaching, mentoring, performance evaluation, and accountability for assigned department directors, in coordination with Human Resources and City policy.
Establishes annual director and departmental goals aligned with the City Manager’s direction, Council priorities, strategic plan, and adopted budget; conducts regular performance reviews.
Maintains executive performance dashboards and periodic reports addressing service levels, capital project milestones, financial variances, emerging risks, and corrective actions.
Develops management capacity, cross-training, succession planning, and continuous improvement; promotes collaboration and effective resolution at the appropriate organizational level.
Financial Stewardship and Capital Program Governance
Oversees assigned operating and capital budgets within adopted appropriations; coordinates with the Finance Director and department directors on forecasting, cost controls, resource allocation, and long-term operating impacts.
Provides portfolio-level oversight of the Capital Improvement Program across assigned departments, monitoring scope, schedules, budgets, delivery risks, and corrective actions without replacing project managers or technical directors.
Ensures major proposals are supported by credible alternatives, lifecycle cost considerations, financial analysis, and decision-ready recommendations.
Community and Economic Development Oversight
Provides executive oversight of economic development strategies, business attraction and retention, planning and zoning, development review, building inspections, and code compliance.
Coordinates development-related departments to improve predictability, customer service, infrastructure readiness, and alignment with the City’s long-range growth priorities.
Engineering Oversight
Provides executive oversight of infrastructure planning, engineering standards, capital project design and construction, and coordination of geographic information systems (GIS).
Ensures project priorities, schedules, engineering resources, and infrastructure investments support Council priorities and the City Manager’s organizational direction.
Operations Oversight
Provides executive oversight of assigned street maintenance, parks and grounds maintenance, Highway 85 corridor beautification, fleet maintenance, sign shop, asset management, and other assigned public works functions.
Ensures service reliability, safe operations, preventive maintenance, cost-effective delivery, and clear coordination with Engineering and Utilities.
Utilities and Water Resources Oversight
Provides executive oversight of assigned water distribution, wastewater, stormwater, and associated utility infrastructure, subject to the City’s approved departmental allocation of functions.
Coordinates long-range utility planning, system capacity, regulatory compliance, operational reliability, infrastructure renewal, and financial sustainability.
Provides executive coordination of water resources planning, acquisition, development, and management with technical staff, legal counsel, and partner agencies; identifies and elevates material water supply and utility risks.
Governance, Communication, and Risk Management
Prepares and reviews concise, accurate executive briefings and City Council materials; presents recommendations and communicates professionally with elected officials, residents, developers, agencies, and employees.
Anticipates organizational, infrastructure, financial, safety, regulatory, and emergency-management risks; coordinates appropriate response and continuity measures with responsible officials.
Exercises discretion, integrity, sound judgment, political neutrality, confidentiality, and professional conduct; complies with applicable laws, City policies, and personnel requirements.

EDUCATION, EXPERIENCE, AND LICENSURE
Required:
Bachelor’s degree in public administration, business administration, urban planning, civil engineering, finance, or a closely related field; equivalent combinations of education and experience may be considered.
8 years of progressively responsible local government or comparable public-sector management experience, including 4 years supervising managers, directors, or complex multidisciplinary functions.
Demonstrated experience with operating and capital budgets, organizational performance management, executive decision-making, and oversight of complex projects or municipal programs.
Valid Colorado driver’s license or ability to obtain within six months of hire.
Preferred:
Master’s degree in public administration, business administration, or related field.
Senior municipal leadership experience in a council-manager form of government; experience directing multiple service departments and major capital programs.
ICMA Credentialed Manager designation.
Bilingual in English and Spanish.
Experience in public/municipal sector.
