The City of Spring Hill operates under a Board/City Administrator form of government, which is similar to the Council/Manager model. The Development Services Director reports to the City Administrator. Appointed in summer 2025, the City Administrator has established an employee-centered culture of excellence. Although Spring Hill is a high-growth community with many new residents, its citizens are actively engaged in local government and share an interest in strong public service and the community's long-term well-being. The City's fiscal year 2026-27 budget totals $150.8 million and supports 15 departments and approximately 424 employees. The Development Services Department's fiscal year 2026-27 budget is $3.63 million and supports 21 employees across three operating divisions: Building and Codes, Engineering, and Planning.
The position requires a bachelor's degree from an accredited college or university in urban and regional planning, public administration, civil engineering, or a closely related field; five (5) to seven (7) years of progressively responsible experience in land-use planning, building inspection, permitting, or economic and community development; and at least three (3) years of supervisory or administrative experience, preferably in municipal or county government. An equivalent combination of education and experience may be considered in lieu of the stated degree requirement. AICP certification is highly desirable. The next Development Services Director should bring demonstrated success leading at a senior level, preferably in a rapidly growing community facing similar development and infrastructure challenges.
