Treasury/Finance Administrator
Town of Vinton, VA
The Town of Vinton is seeking a detail-oriented and motivated Treasury/Finance Administrator to support the daily financial operations of the Treasurer’s Office. This position plays an essential role in managing municipal funds, ensuring accurate revenue processing, and maintaining compliance with Town policies, Virginia state regulations, and established internal controls. The ideal candidate demonstrates strong integrity, excellent customer service, and a commitment to the responsible stewardship of public resources.
Key Responsibilities:
• Manage daily cash flow for Town accounts, including general fund, enterprise funds, capital improvement accounts, and special revenue funds
• Reconcile multiple Town bank accounts in accordance with Virginia auditing standards and municipal finance policies
• Process and record incoming revenues such as real estate and personal property taxes, utility payments, solid waste fees, business license taxes, permits, and other local revenues
• Support accounts payable and receivable operations in accordance with Virginia procurement laws and Town purchasing procedures
• Assist with monthly financial statements, Treasurer’s reports, and revenue summaries for leadership and Town Council
• Maintain accurate documentation to comply with FOIA/public-records standards and internal auditing requirements
• Track grant revenues and expenditures and prepare supporting documentation for state or federal reporting as needed
• Prepare cash-flow projections, investment reports, and treasury updates for the Finance Director and Town leadership
• Support annual audit preparation, including account reconciliations and detailed financial schedules
• Assist in managing Town investments consistent with Board-approved investment policies and state guidelines
• Maintain and update municipal financial software systems, including ERP, utility billing, and tax collection platforms
• Provide excellent customer service to residents regarding payments, billing inquiries, and tax/fee information
Qualifications:
• Associate’s or bachelor’s degree in Accounting, Finance, Business Administration, Public Administration, or related field
• Experience in municipal finance, treasury, or tax/utility revenue administration preferred
• Knowledge of GASB principles, fund accounting, and Virginia local-government finance standards
• Strong ethics, accuracy, and confidentiality
• Proficiency with Excel and municipal ERP systems (e.g., Munis, Edmunds, or similar)
• Strong communication and organizational skills
Preferred Skills:
• Familiarity with Virginia local-tax processes (real estate, personal property, business license, meals, and utility billing)
• Experience with municipal budget preparation and multi-fund accounting
• Understanding of Virginia procurement requirements and public-records laws
• Ability to interpret Town policies, ordinances, and state financial regulations
