OB TITLE: Budget and Performance Manager
CLASSIFICATION: Exempt
DEPARTMENT/DIVISION: Administrative Services/Finance
SUPERVISOR: Chief Financial Officer
Position Summary:
Under general supervision and direction of the Chief Financial Officer (CFO), the Budget and Performance Manager directs the preparation and administration of Annual Operating and Long-term Capital Improvement Program budgets, the performance management system, and the long-range fiscal planning. Integrates County Council’s Strategic Leadership Plan into performance reporting. Initiates, conducts, and implements administrative studies and surveys to provide a basis for management control and decision-making. Supervises professional financial and budget analyst staff. Responsible for the operation and maintenance of the County’s budget and performance software systems. Maintains confidentiality of all privileged information.
Minimum Qualifications:
•Bachelors’ degree from an accredited college or university or equivalent combination of education and related work experience.
•Six years’ experience in accounting and/or budget to include performance management.
•Successful completion of one of the following courses within one year of employment:
oAdvanced Governmental Accounting or Reporting - minimum of 12 Continuing Professional Education Hours; OR
oPreparation of the Annual Comprehensive Financial Report - minimum of 12 Continuing Professional Education Hours.
Preferred Qualifications:
•Master’s degree from an accredited college or university in Business Administration, Accounting, Finance, or related field
•Supervisory experience.
•Public sector budget experience.
•Participation and/or administration of Government Finance Officers Association (GFOA) award programs in financial reporting and budgeting
