The City of Goddard is seeking to fill the position of Assistant City Administrator. In November 2023, Staff leadership in the City of Goddard transitioned with the hiring of a new City Administrator. The Assistant City Administrator position is now being advertised. Goddard is one of the fastest growing communities in the State of Kansas, with an estimated population of around 5,900 in 2024 which is expected to grow well over 10,000 by 2030. There are several residential subdivisions actively being constructed, and many more on the way. Goddard plays home to an award-winning school district ranking amongst the best in the state of Kansas. It’s also home to two regional attractions that generate hundreds of thousands of visits each year, the Tanganyika Wildlife Park and Genesis Sports Complex. New retailers are calling Goddard home all the time, as seen most recently with the additions of national brands such as Starbucks and Caseys General Store. With the unique position of US54 bisecting the community and providing over 20,000 daily vehicles, commercial and industrial economic development opportunities are abundant and ongoing.

Goddard hopes to fill its leadership team with an ambitious individual willing to take on several capital projects required due to the city’s growth. Some of these projects include the development of the North Park, envisioned to be a regional public park amenity rivaling amongst the best parks in the broader metro. Other projects include the Downtown Streetscape project, envisioned to be a creative placemaking project that transitions the downtown corridor into an area ripe for gathering, celebrating, and conducting trade/commerce. There will also be many public infrastructure, utility, and community engagement projects requiring attention from this individual.

Goddard seeks an individual with a growth mindset. The person should have an innate desire and determination to get things done. They also need to be engaging, and capable of working closely with citizens, stakeholders, and other staff. Experience in project management, economic development, administration, and consensus building is important. This person will work under the direction of the City Administrator in advancing the aims of the citizens and City Council.

Candidates are expected to have a bachelor’s degree in political science, public administration, planning, business, or related field with a strong preference in having a master’s degree in a related field. Experience is required in working (3 years) in public administration, political science, planning, or business-related setting. The candidate selected will be part of an emerging leadership position that may have changing duties over the next several years as the organization evolves due to the community’s rapid growth. Title: Assistant City Administrator
Department: Administration
Responsibilities:
• Assists in the day-to-day management of all City Operations overseen by the City Administrator;
• Assists City Administrator in the recruitment, hiring, training, and evaluation of staff; while initially this position will not have subordinate staff, that could evolve as the organization reacts to community growth; this position will assist the City Administrator in communicating with City Staff and aid them in accomplishing directives from the City Administrator and City Council.
• Assists City Administrator and other Staff in the development and enforcement of all laws, city ordinances, and the city policies and procedures;
• Assists City Administrator and Finance Director in the preparation and administration of the capital improvement program/budget, and CIP projects;
• Assists the City Administrator with city boards and committees; attends City Council and other public meetings to assist, present reports, and/or represent the City Administrator;
• Assists the City Administrator in disseminating public information through the different available methods of communicating with the public and stakeholder groups;
• Coordinates City activities and communications with state, federal, regional agencies, and City businesses/organizations;
• Manages various city projects including capital projects and operational projects;
• Aids in developing and implementing short and long-term city goals plans, programs, policies.
• Assists citizens in resolving issues or concerns related to city government and services;
• Assists the City Administrator and Community Development Director in achieving economic development goals, including recruiting business and assisting/advising on the entitlement process;
• Assists department heads in implementing projects, policies and directives that may come from the City Administrator and/or City Council;
• Writing and administrating grant opportunities; Raising capital for public projects;
• Performs other related duties as assigned;

• Working knowledge of principles and practices of local city government.

• Strong decision-making skills with an ability to solve issues.
• Working knowledge of Microsoft Office and other computer software necessary for municipal operations.
Education:
• Bachelor’s degree public administration, political science, planning, business, or related field
• Master’s degree in public administration or related field is strongly preferred.
Experience:
• Minimum three (3) years of experience in public administration, political science, business, or closely related field is required.
• Experience in a municipal or state government setting is preferred.
