In ICMA's latest "Why it Works" council-manager form of government video, Long Beach, CA, Mayor Rex Richardson explains why the council-manager form of government works for one of California's largest cities.

Mayor Richardson emphasized that the council-manager form is built on shared power and shared accountability.
