The City of Tamarac experienced a shift in its population demographic since founding.  Moving from a population primarily comprise of retirees to one comprised of ever-younger people left the city looking for ways to communicate to its citizens.  The City created a strategic plan to create a more sustainable community through greater citizen engagement.

The City created a citizen academy in support of the goal, differing from other citizen academies in promoting engagement outside of the academy.  The City also increased its outreach efforts through Neighborhood Meetings and surveys.  As a result, an independent surveying agency has stated that the City of Tamarac is setting standards in communication and informing the public.
