The City of Kansas City, Missouri has formally collected performance data for over forty years.  While all agreed the data was useful to collect, a dusty file cabinet in the corner is where it would eventually reside until a new City Manager challenged the staff to put the data to use.  City Manager Troy Schulte is a strong believer that a data driven performance measurement program results in better service delivery.  In 2010, the City Manager developed a centralized Office of Performance Management, which works closely with the 311 Action Center call center and departmental staff to create and measure a set of key indicators for each department.  The performance management staff and the City Manager began to hold weekly performance management meetings to measure the progress toward the targets set for key indicators.  Over time, specific service areas/programs were selected to be the central focus of the program.
