The town of Leesburg, VA struggled with a complicated and confusing land development process that stifled opportunities. To address these issues the town created a new system and a new department to run it. The Department of Plan Review brought the staff that deals with reviewing site plans from both the Department of Engineering & Public Works and the Department of Planning, Zoning & Development together.
