The City Council of Charlottesville wanted to create a program that targeted the nearly 30% of residents living below the poverty line. What they came up with was GO Driver, better known as, Growing Opportunities Driver. This program is a workplace development initiative which prepares low-income residents for employment through instruction as well as mentoring. This program is the winning submission for the 2016 Local Government Excellence Awards in the category of Strategic Leadership & Governance (populations of 10,000 – 49,999).
