The City of Surrey, British Colombia, is a member municipality of the City of Vancouver. Since 2005, the City has developed the Electrical and Fire Safety Inspection (EFSI) program in order to curtail the serious threat to public safety posed by marijuana grow operations not being dealt with by means of criminal prosecution. The ongoing atmosphere of high reward and low penalties has continued to draw more criminals into this lucrative illegal industry. By way of safety inspections of suspected production centers, public safety hazards such as fire, electrocution, unsafe structural alterations and health risks such as mould are identified and remediation can be forced. Companion cost-recovery bylaws ensure property-owners pay in full for the EFSI program and any necessary remediation work.
