In order to tackle the alarming rise in sex trafficking the City of Phoenix implemented the Compass program which aims to not only thwart trafficking but train citizens and help survivors. This document chronicles the realization and the plan of action taken by Phoenix. The program has been nominated for the 2016 Local Government Excellence Awards in the category of Community Health & Safety (populations of 50,000 and greater).
